By 2022 the construction of the Eastern High-Speed Diameter (VSD) should be completed in St. Petersburg, which will be the continuation of the WHSD. In any version of the trail, the toll road crosses the Neva. In Smolny there is no unambiguous decision yet how to connect the banks of the river in the alignment of the streets of Fayansovaya and Zolnaya - a bridge in the composition of the Vostochny Voyskoye or an underwater tunnel.
As the head of the Transport Infrastructure Development Committee (KRTI) Sergey Kharlashkin told Fontanka, both options are being worked out. The main criterion for selection will be the cost of the project. The construction of the tunnel in any case will cost more, but the chairman of the KRTI did not rule out that the authorities will prefer the underwater ferry - if the results of the pre-project work, it will be a city affordable. Financial limits Sergey Kharlashkin refused to designate, however, according to Fontanka, the cost of the bridge is estimated at 8 billion rubles, and the tunnel is estimated at 11-12 billion rubles.
"We are inclined to have a bridge crossing in the VSD. There are several reasons for this. The tunnel itself will cost the budget more than a bridge 1.5 times, and its annual maintenance - twice. This is due to the fact that the tunnel needs to provide high fire safety, ventilation, the possibility of evacuation in an accident and so on. In addition, during the construction of the tunnel it will be necessary to considerably reconstruct the engineering infrastructure of the metro on the left bank of the Neva, to rebuild the networks and mines of the main sewer on the right bank, to reorganize the Granite street, "the KRTI says.
The final decision will be made towards the end of 2019. Now we are working on the development of project documentation for the entire VSD, as well as the development of town planning documentation. At this stage, the boundaries of the location of the entire high-speed highway, as well as the seized land plots, are determined.
The JSC "Institute Stroiproject" is engaged in the creation of the Eastern Speed Diameter project. The customer of the works is JSC "WHSD" - the legal entity of Smolny, on whose balance sheet the Western diameter is already located. Designing the VSD will cost 886 million rubles. In 2018 it is planned to approve the project of the territory planning, and then in 2019 the investment committee will be able to announce a tender for the search for a concessionaire.
"The price factor is perhaps the main factor, although the tunnel from the point of view of preserving the historical environment is, of course, preferable. I do not work on this project, but I can tell you offhand: if you do a non-waterproof bridge, it will be higher than the passing railway crossing. As I read, this is not very correct from the point of view of the panoramic views. In addition, the embankment will need to be connected to the bridge, and with a high object it is a difficult task ", - says Alexander Stanevich, Adviser to the Director of JSC" Institute Stroiproject ".
In St. Petersburg today there are only two submarine tunnels for motorists - it is a kilometer passage built under the Sea Canal on the Kanonersky Island in 1983 and part of the ring road passing under the dam, through which traffic was opened in 2011. The length of this tunnel is 1961 meters. Construction of the object was conducted by Metrostroy.
Chief engineer of the company Alexey Starkov said that the metro engineers advise Smolny on the options for building a new crossing over the Neva. According to him, technologically the construction of the tunnel is possible in two ways: by the method of lowering sections (which sink to the bottom of the reservoir) or by the method of shield penetration (as in the construction of the metro). At the meetings, preference is given to the second option.
"Metrostroy" is ready and has all the possibilities for building a tunnel under the Neva in the framework of the IRR. In favor of this, first, our construction experience says. We built microtunnels for gas pipelines under the Neva River (750 meters long) and the Saimaa Canal (250 meters). And, of course, during the construction of the metro we crossed the Neva and its branches 11 times. The most significant underwater facility, built by Metrostroi, is a road tunnel 1961 meters long, laid under the gulf of the Gulf of Finland as part of the Flood Protection Complex, "says Alexey Starkov.
Starkov, by the way, does not agree with the fact that it will be more expensive to operate a tunnel than a bridge. "The object located underground (or under water) in the winter should not be cleaned of snow, it is less susceptible to the effects of temperature changes, more energy-efficient. In addition, with the underground location of transport facilities do not need to buy land from the owners, "- he said.
Several interlocutors of the "Fontanka" immediately reported that in the Smolny, one of the main supporters of the construction of the tunnel was allegedly the vice-governor Igor Albin. It was he who in the autumn of 2017 publicly offered this idea. "The tunnel leads to an increase in the cost of the project by 3-4 billion rubles, which is unimportant with such a large-scale project, but this is a good solution in terms of species characteristics," Albin said at a meeting. To communicate with him on this topic was not possible, the official is on vacation.
The idea of building a tunnel in the center of the city stably arises among officials every few years. The most striking such project is rightly considered the Orel tunnel, which was supposed to connect the Smolny and the Sverdlovsk embankments. Construction was going to start in 2011, when all the documentation was ready, the concessionaire in the person of the Nevsky Concession Company, close to the former State Duma deputy Vitaly Yuzhilin, was chosen. The project was approved personally by Vladimir Putin, who was then prime minister.
But at the last moment the building was frozen by Georgy Poltavchenko, who just came to the post of governor of St. Petersburg. He found it economically inefficient.

Oblast 2.5 km from the border of St. Petersburg to the Ring Road will be included in the area of responsibility of the city. From Blagodatnaya to the Ring Road there will be six lanes, further to the Murmansk Highway - four.
The project will cost 160 billion rubles. During SPIEF, the city signed two protocols of intentions, with the Eurasian Development Bank and VTB for 160 billion and 110 billion rubles respectively, to participate in the concession for the construction of the route. The construction should be completed in 2022.
