But in the situation with the "Antex" the situation is different - "Rosselkhozbank" wants to bankrupt the company, so as the market participants say, to get an almost completed "Green Trade Center", which can become one of the largest shopping centers in Krasnoyarsk. The State Bank has already filed a lawsuit against the Krasnoyarsk Arbitration Court demanding that Anteks be declared bankrupt. The amount of claims in the suit is 950 million rubles. According to the head of the brokerage department of the Antex company Pavel Kochnev, "80% of the GLA Green Tall has already been leased." A huge number of stores, including the French food giant "Auchan" from the first month of work will start to bring profit to "Antex".

But, it seems, "Rosselkhozbank" wants to get a "tidbit" himself. Indeed, recently, Antex and the financial organization were in the process of signing an additional agreement to the loan agreement, which would "resolve all issues on the terms of the loan." Note that the cost of the mega-project is 2 billion rubles, more than a billion is private investment, but the rest is loans. Why is the bank that should help establish a business in Russia, rather hamper? Everything rests on money. Even in spite of the fact that the RSHB is a state one. The fact is that the Ministry of Agriculture in 2016 announced that it would cut government support for Rosselkhozbank from 10 billion to 5 billion rubles in 2017.

There are many reasons, but, as they say on the sidelines, the main ones are stealing in the bank and problems with the federal budget. The biggest embezzlement of the RSHS is connected with Rosagroleasing. In mid-2016, the Lipetsk regional prosecutor's office sent a case for theft of 1.6 billion rubles to Rosagroleasing (RAL) and Rosselkhozbank (RSHB). The organizer of the fraud is the former high-ranking employee of the Ministry of Agriculture of the Russian Federation Oleg Donskikh. True, there are high-ranking witnesses who can also "change" the status on the accused. Among them, the ex-head of the RAL and the Ministry of Agriculture, Elena Skrynnik, and two governors - Lipetsk Korolev and Voronezh Gordeev. Note that the case of 109 volumes.

The Main Directorate of the Ministry of Internal Affairs of Russia stated that "an organized group suspected of systematic theft of federal budget funds allocated in 2007-2009 by the Agroindustrial Complex of the Lipetsk region Rosagroleasing was identified." Rosagrolizing noted that its previous leadership stole about two billion (Before the appointment of Rosagroleasing as the Minister of Agriculture of the Russian Federation, Elena Skrynnik directed), the police opened a criminal case on the part of Article 159 of the Criminal Code of the Russian Federation ("fraud committed by an organized group or on a particularly large scale size "), on the fact of theft of 454 million. rubles.

The key suspect in the case is the former director of the Department of Administrative Work of the Ministry of Agriculture of the Russian Federation Oleg Donskikh, who once headed the Lipetsk LLC "Agrofirma named after Lenin", and then in 2007-2009 - a separate subdivision of "Rosagroleasing" in the Central Federal District and the Department of Agriculture Administration of the Lipetsk region.

Investigators are sure that it was Donskikh who was solving issues in the capital on allocating funds to the agricultural enterprises of the region, participated in the preparation of documents on transactions that provided for their lending through Rosselkhozbank and Sberbank, agreed on concealing the facts of the absence of equipment leased.
State funds, according to informed sources, fell on the accounts of organizations controlled by Oleg and his team, then cashed or withdrawn to foreign banks.

The Son of a Big Man

Let us emphasize, Dmitry Patrushev, Chairman of the Board of the RSHB Bank, is the oldest son of Secretary of the Russian Security Council Nikolai Platonovich Patrushev. Chairman of the Supervisory Board - Minister of Agriculture of the Russian Federation Alexander Tkachev. Patrushev, Jr., headed the RSHB in 2010. It is interesting that all this time the bank simply "fed" budgetary billions: from 2009 to 2015 the state invested almost 250 billion rubles in RSHB capital. The amount is huge.

In 2012, Finance Minister Anton Siluanov estimated the bank's troubled assets at 150 billion rubles. Experts have every reason to believe that over the years the situation has only worsened. In 2014, almost a third of the bank's loans were recognized as problematic or, at least, questionable. As market participants say, the bank stopped pretending to be successful only at the end of 2015, when it turned out that the RSHB received a record loss of almost 70 billion rubles at the end of the year against 45.4 billion rubles a year earlier.

At the end of 2014, the RSHB received a loss almost 10 times less than in 2015 - 7.5 billion rubles. At the same time, in fact, half of the loss of the past year (39.7 billion rubles.) Was provided by December, when large reserves were accumulated for possible losses on loans. Participants in the banking sector are confident that the bank will not survive without significant pre-reservation.

The volume of overdue debts in its corporate portfolio under RAS grew for the year from 165.8 billion rubles. Up to 226.2 billion rubles. The level of delinquency - from 13.4 to 14.9%. The authoritative agency Moody`s evaluated the RSHB in the middle of 2015: then the portfolio of problem loans was reserved only slightly more than a third. According to the bank's accounts, the coverage of the arrears reserves was 87%, as of December 1, 2015 - 66%, as of January 1, 2016 - 78%. For comparison - at "Sberbank" this coefficient as of January 1, 2016 was 190%. In 2016 the "Rosselkhozbank", which is in crisis, decided to spend 872 million rubles on the purchase of Microsoft products.
Bringing the bank to such a state Patrushev was awarded an honorary diploma of the Ministry of Agriculture of the Russian Federation for many years of conscientious work in the system of agro-industrial complex. Moreover, the son of a high-ranking official became a banker of the year!

Management Patrushev Jr., according to insiders, led to a serious deterioration of the bank. But the son of a high-ranking official remains in his place. Also, Dmitry Patrushev was suspected of using his position in the state bank to credit the firms of his relatives! So, RSHB provides loans to Agro-Lain, which is managed by a relative of Alexei Patrushev, and he, in turn, is accounted for by his nephew Nikolai Patrushev.


In addition to Patrushev's son, the state bank is headed by the chairman of the supervisory board, the Minister of Agriculture of the Russian Federation Alexander Tkachev. Here it is worth mentioning that the Tsapkov gang, whose members became known after the Kushchev massacre, could cooperate with the Krasnodar branch of Rosselkhozbank (RSHB). Moreover, Rosselkhozbank lent to the Tsapkov firms, for example, belonging to the OPG - LLC Arteks-Agro. Was there a connection between bandits and bank managers - it is still unknown.

But going back to the news. It seems that Tkachev and Patrushev decided to correct the bank's affairs at the expense of Antex. If this is true, the bank does not help the development of business in Russia, but vice versa. Also, the bank asks for money from the Chinese. It is interesting, when the RSHB can not give money, will it be necessary to withdraw money from the Russian budget or to spoil relations with the PRC?

But if you are the son of the head of the Security Council of the Russian Federation, then much is forgiven. For example, Rosselkhozbank under RAS received a net loss of the state bank for 2015 in the amount of 72.6 billion rubles. Nevertheless, Dmitry Patrushev received the "Order of Honor" for his great contribution to the organization of credit support for the agro-industrial complex. Is it funny? Not really.
