How the daughters of a FSB general do business

The family of the FSB "caretaker", with the help of intelligence and businessmen from the Forbes list, invests in fashion, development and hunting.
The twenty-eight-year-old designer Anastasia Zadorina interrupted the 15-year monopoly of the Bosco group Mikhail Kusnirovich for the release of clothing for the Russian Olympians. In February, she won the right to wear the Russian harness for eight years and after signing the contract, she will probably pay about $ 10 million a year to the Russian Olympic Committee (ROC). Will there be any such funds at the daughter of the head of the FSB security services department, Colonel-General Mikhail Shekina? As Vedomosti learned, Zadorina, along with her older sister, 35-year-old Yulia Tikhomirova, has been engaged in business for 10 years. Among their partners were members of the Forbes list and former counterintelligence officers.

From MGIMO to "Iskander"

Until recently, Zadorin and Tikhomirova were known only as permanent participants of fashion shows and social events. Everything changed in February 2017, when the company "For Sport" Zadorina unexpectedly became an OCD licensee in the category "clothes". The contract has not yet been signed, its financial conditions in the ROC do not disclose. But Kusnirovich told Kommersant that he had asked the committee to extend 650 million rubles for the extension of cooperation. in year. The representative of the committee declined to comment on this assessment, saying only that Zadorin's proposal was the best. Zadorina herself does not comment on the contract. Cooperation with the ROC will be a logical continuation of the business career of the young designer, who has earned a name in the industry and experience in the production of a sports uniform, her friend believes. True, judging by everything, she does not bring fashionable projects to big money yet. The revenue of the main company Zadorina, "For groups", in 2015 was 638,000 rubles, a loss of 86,000 rubles. (Hereinafter - SPARC data). Sporting company "Ekipport" with revenue for 2013 of 53.5 million rubles. Received a net profit of 4 million rubles. No more recent data.

The easiest way to judge the biography and career of the sisters Zadorina and Tikhomirova is by interviewing glossy magazines. The sisters have repeatedly said that first the pope - who served for over 10 years at the Soviet Embassy in Berlin and the Russian Consulate General in Bonn - was against their hobbies and refused to support the hobby of the daughters. Tikhomirova, whom her parents saw as a doctor, chose German studies at the University of Bonn. At 22, she had to become a manager in the companies that traded products. But after her father became president of the volleyball IC "Dynamo", controlled by the FSB structures from Moscow, Tikhomirova became the commercial director of the club's home arena, the Dinamo Sports Palace, Lavochkin.

Zadorina first, at the behest of her parents, was preparing for a diplomatic career: in 2011 she graduated from the Moscow State Institute of International Relations with a degree in foreign policy and diplomacy in Russia. But, having received a diploma, immediately exhibited a collection of clothes "Moscow - Tel Aviv" for the contest "Russian Silhouette" Tatiana Mikhalkova. Since that time, she has become a regular participant in fashion shows. Her Zadorina Group LLC sold evening dresses at the Crocus City Mall and the Vesna store on the Arbat. The company's revenues in 2012 amounted to 7.8 million rubles. At a loss of 18,000 rubles, a year later - 12 million rubles. With a net profit of 687,000 rubles, but in 2014 the company was liquidated.

Production of sportswear Zadorina took up in 2012. Her OOO Ekipports received orders for sewing uniforms from Dynamo and one of the founders of the club - the regional society controlled by the Federal Security Service Dynamo 24, as well as teams for beach and regular volleyball. Form and overalls from Ekipport were ordered by Transneft, Vnukovo Airport, Rus-Oil, etc. Many customers and sponsors of fashion companies were business partners of the Sheki family in larger projects. So, the most famous design action Zadorina - the release of T-shirts with patriotic inscriptions like "Sanctions? Do not tell my Iskander "or" Topol of sanctions is not afraid "among others sponsored a certain PJSC" Concern "Baikal". He had a chance to become the largest project of the Sheki family.

Chief for Supply

Colonel-General of the FSB Mikhail Shekin was appointed head of the 7th FSB Service in 2007. Three departments - financial, economic, material and technical support (UMP) and capital construction - are subordinated to him. Service Shekina buys for the FSB, almost everything - from apartments, cars and boats to clothing, it also belongs to the medical institutions of the department. The service has even its own customs warehouses of temporary storage. It is because of the smuggling into the customs warehouse of military unit 54729 that the predecessor of Shekina, the FSB colonel-general Sergey Shishin, lost his post. In 2005, this warehouse received more than 100 wagons with Chinese consumer goods, paid for from the accounts of the FSB MIA, wrote Kommersant. According to the publication, the final point of the cargo was the Cherkizovsky market. The scandal led to the resignation of a dozen high-ranking siloviki, and Shishin had to switch to VTB senior vice president. A little later, Shekin became president of the volleyball sports club "Dynamo". The founders of the club are the regional organization Dynamo-24 (FSB of Russia), the Moscow society Dynamo, the National Charitable Foundation, the sport club Rosneft and the development fund Dynamo. The president of the All-Russian Volleyball Federation (VFW) since 2004 worked as the immediate commander of Shekina - the then FSB director, Army General Nikolai Patrushev.

Gazprom did not live up to expectations

"I'm not an enemy to myself, no comment. The project did not take place, we will conclude on this, "a man related to the creation of Baikal, uniting the children of high-ranking siloviki and businessmen who worked with Gazprom's contracts, told Vedomosti.

The company was established in December 2014. Zadorin received 30% in it and headed the board of directors. The same happened to Olga Zolotova. Who she could not find out to Vedomosti. But at the same time the son of the former head of the Security Service of the President of Russia, and now the head of the Rosgvardia Victor Zolotov Roman, joined the Baikal board of directors.

Another 10% of the company were married to Viktoria and Dmitry Makarov. Makarova - a long-time partner Zadorina, until February 2017, they owned on parity terms 90% of the company "For groups", which produced clothes developed by Zadorina.

The remaining 30% stake in Baikal belonged to Irkutsk businessmen Evgeny Evstigneev, Sergei Rassokhin and Yana Bogomolova.

The only asset of Baikal was the 90% stake in Stroygazservis (GHS), created in 2009 by Alexey Snegirev, former Head of Logistics and Stroygazmontazh (SKM) Arkady Rotenberg. The first company was a subcontractor of the second one - one of the largest general contractors of Gazprom.

The GHS supplied components to virtually all major gas pipeline construction projects: the North European Gas Pipeline (Gryazovets-Vyborg), Sakhalin-Khabarovsk-Vladivostok, South Stream, Bovanenkovo and others. Until 2014, the company did not disclose its revenue, so it is difficult to assess how successful Snegireva's business turned out to be.

"Baikal" SGS got through Evstigneeva, who in 2014 bought it from the founder, and then transferred it to a new company.

In 2015, the GHS decided to switch from subcontractors to Gazprom contractors. He applied for three bids of OOO Gazprom dobycha Noyabrsk with a maximum price of 9.4 billion rubles. But it was not possible to get the contracts. Two competitions for 4 billion rubles. "Stroytransneftegaz" Gennady Timchenko won, and the contract for 4.9 billion rubles. Sakhalin's Vostok Morneftegaz Company, Leonid Lee.

After that, the GHS began to rapidly lose the market - in 2015, its revenue fell 40 times to 8 million rubles, and the loss rose to 25 million rubles. In the summer of 2015, Baikal sold 90% of shares in the GHS. A little later, Zolotova sold a stake in Baikal.

Volleyball Development

In the second half of 2010 began a stormy activity of Ivan Tikhomirov, coeval and namesake of Julia Tikhomirova. At the age of 23 he became the co-founder and CEO of a dozen companies engaged in development projects of the volleyball "Dynamo". Two friends of the Sheki family say that at that time he was Tikhomirova's husband, who in the family was engaged in development projects. In 2007, she established her own company "Msk Stroi", which was supposed to deal with the preparation of construction sites.

Tikhomirov's main partners were the 47-year-old counterintelligence officer, the FSB colonel and the former general director of the Dynamo IC Vyacheslav Rotavchikov and the member of the board of directors of Transmashholding Yevgeny Smirnov (for more details, see the cut-in).

Volleyball and locomotives

About one of the main business partners Zadorina and Tikhomirova - 79-year-old Evgeni Smirnov little is known. The first time his name was mentioned in 1997. Then Smirnov worked as general director of the company Transsnab, established by Zheldorbank, Roszheldorsnabom of the Ministry of Railways and Transrail Holding, close to the then head of the Ministry of Railways Nikolai Aksenenko. "Transsnab" mediated the delivery of rails and other equipment of the upper structure of tracks under the contracts of the Ministry of Railways. In 2002, Smirnov became an adviser to the president of Evrazholding (now Evraz) Alexander Abramov. At that time he was the only manufacturer of rails in Russia. In 2005 Smirnov participated in the transaction with the shares of Transmashholding, the largest Russian producer of locomotives and passenger cars. Judging by the company's statements, in 2005 10% of its shares went to Volley Sport-Service LLC. The former player of the Dynamo football club Alexander Yaremenko and the former players of the Luch club Stanislav Shevchenko and Andrey Sapega founded the company. Smirnov was the general director of the "Will of the sport service" and therefore joined the board of directors of the machine-building holding, where it remains until now. The very same "Will Sports Service" was transferred to the ownership of JSC "Volley Sport", created by Shevchenko and Lada Soshenkova, a minority of the firm "Volleyball South", controlled by Sheki's daughter Julia Tikhomirova. In 2007, the Netherlands The Breakers Investments B.V. became the owner of 100% of Transmashholding. Its main owners were Iskandar Mahmudov, Andrei Bokarev, Maxim Lixutov (now deputy mayor of Moscow) and Sergei Glinka. In the same 2007, 25% of the holding's shares for 9.2 billion rubles. Acquired RZD, and in 2010 another 25% plus one share - the French concern Alstom.

In 2005, Smirnov also became a co-founder and chairman of the board of the Institute for Natural Monopolies (IPEM), whose phone coincided with the contacts of the TMX trading house (owned by Transmashholding). The main customers of IPEM are RZhD and its structures. According to their state order, the institute assessed the risks and expediency of increasing the number of freight carriers, forecasted a change in passenger traffic and helped with the planning of the investment program of Russian Railways to renew rolling stock. Most of these studies were somehow connected with the activities of Transmashholding. In 2016 the portfolio of state orders by IPEM amounted to 118.5 million rubles. IPEM is associated with Zadorina. Since 2010, he owns 18% of the Institute for Security Issues of the CIS (CIS CIS), the largest beneficiary of which is the daughter of the general. In the company "Ecoresource", which owns the rest of the institute, 53% belongs to Zadorina, 18.5% - to Smirnov. Contact with Smirnov "Vedomosti" failed.

True, Tikhomirov's business activity was extinguished as unexpectedly as it had begun. In 2012, he disappeared from all of his companies, his shares moved to Shekina's daughters and former partners. Perhaps this is due to the separation of the pair, suggest two familiar families. Only last year Tikhomirov registered as an individual entrepreneur and opened a car wash in Nekrasovka. Her employee told Vedomosti that Tikhomirov was abroad. The businessman did not answer the questions of Vedomosti that he had been given. She did not answer questions about Tikhomirov and Julia Tikhomirova. In what projects did the businessman manage to participate?

VTB took the arena

On the capital's street Vasilisa Kozhina not far from the Victory Park on December 23, 2015 was not pushed. Secretary of the Security Council Nikolai Patrushev, VTB President Andrei Kostin and his first deputy Vasily Titov, Deputy Mayor of Moscow Marat Khusnullin and President of the Dynamo IC General Shekin visited the site of the capsule with a message to the descendants of the future international volleyball arena for 3,500 seats. The arena, which was solemnly announced by officials, bankers and generals, was a small part of Match Point, which was to appear on this site. The planned built-up area is 202,945 sq m. M, and the cost - almost 19 billion rubles. 28-storey buildings will house offices and apartments.

In fact, the complex on the street. Vasilisa Kozhina is a long-term construction. The project started in 2008. Then Moscow leased Dynamo IC 2.5 hectares of land for the construction of an office and sports complex. The customer and investor of the construction became LLC "Wola Grand" and interregional sports non-governmental organization (MSOO) "Sport initiatives". Tikhomirov became the general director of the first one, while the founders - Rotavchikov, Smirnov and the owner of the National Republican Bank, Julustan Borisov. The second company was founded by Tikhomirov, Smirnov, Borisov, the All-Russian Volleyball Federation (VFV) and several top managers of the Miel Group.

The partners jointly invested about 300 million rubles in the project. And attracted a loan from VTB by at least 7.6 billion rubles. And after the crisis and the problems with financing, investors quarreled. Smirnov's structures began to sue the structures of Rotavchikov and Borisov about settlements with contractors and investments in construction. Tikhomirov in 2012 chose to leave the project, and a year later the building was frozen.

In 2014, the project for the construction of the IFC was completely transferred to VTB. The representative of the bank did not begin to talk about the project, it was not possible to contact Borisov.

If a large-scale construction project in Moscow did not work out, then the projects for the construction of hotels and sports complexes in Suzdal, Anapa and Adler structures Tikhomirov could safely be brought to an end. They were assisted in this by the UMMC Iskandar Mahmudov and his partners, the Siberian Business Union (SDS), Renova Viktor Vekselberg and the charitable fund Safmar Mikhail Gutseriev - some of them on gratuitous basis.

So, in the resort village of Vityazevo near Anapa since 2004, the VFV has built a sports and educational health center "Voly Grad". The federation itself erected only two volleyball courts and a hotel for 64 rooms. In 2009, the Federation ceded the lease of the "Will of the Hill", in co-owners of which were the structures of Julia and Ivan Tikhomirov. They built there an indoor training hall, four cottages with an area of 342 square meters. M each and the presidential villa on 524 square meters. M.

The third stage of the sports complex in 2015-2016. Financed the "Safmar" Gutseriev. He listed VFV donations for 100 million rubles. These funds were planned for the construction of two new courts for beach volleyball, a grandstand for 1500 seats and landscaping of the complex. Fund "Safmar" did not answer the questions of Vedomosti about the "Will of the City".

Hotel for the FSB

In 2013, an Olympic facility of federal significance was built in Adler, a Sport Inn hotel for 50 rooms with beach volleyball courts. During the Sochi Olympics, the Sport Inn, like several other hotels in Adler, took the FSB under its own needs.

At that time, 51% of the company owning the company "Start" belonged to the IUPA "Sport Initiatives" Tikhomirova. The rest was with SDS. But the money for the construction project was donated by Renova, and its structure, OOO NEZ, was the customer and the developer of the hotel. This follows from the proceedings that accompanied the issuing of a permit for the construction of the hotel - his "Sporting Initiatives" were claimed in the Central District Court of Sochi in hindsight, in 2016. The representative of Renova did not comment on this project.

At the beginning of 2016, Oksana Simonova, a former top manager of Miel and general director of Msk Stroi, Yulia Tikhomirova, bought 51% of Start from Sports Initiatives. The SDS sold 49% of OOO Start to its lawyer Andrei Zelenkov.

In 2016, in Suzdal on the bank of the Kamenka River, UMMC has opened a small hotel "Copper Yard". As Vedomosti found out, the Tikhomirovs also took part in this project. The hotel was built by the company "Ecoresource-invest", a "daughter" of the firm "Ecoresource", established by the former director of the National Charity Fund (formerly the National Military Foundation) Anatoly Zhuravlev. The fund was established in 1999 on the initiative of President Vladimir Putin to attract donations from the largest Russian companies that were housing housing for the military, Novaya Gazeta wrote. Tikhomirov in 2010 bought 43.5% of the "Ecoresource" and together with Julia Tikhomirova received half of the "Ecoresource-invest." The second 50% of the "Ecoresource-invest" went to UMMC. In 2015, UMMC bought out the Tikhomirovs' share and remained the sole owner of the hotel.

"Eco resources" from the Tikhomirovs by 2010 bought Zadorin. In the same year, this company acquired 82% in LLC "Institute of CIS Security Problems" (CIS IPA). Zadorin took the post of deputy director in it.
 Ex-banker with a drive

The business has to buy new cash equipment ten times more than its cost, RBC reported in early March referring to State Duma deputy Andrei Lugovoi. This is happening, according to Lugovoi, because the 8th FSB center certified the only sample of the fiscal drive for new cash registers, which is produced only by affiliated companies of Atlas-Kart, ZAO Rik and ZAO Besant. Their beneficiary is Vladimir Shcherbakov, quoting Lugovoi RBC. We are talking about the ex-banker Shcherbakov, whose company was together with the Russian club of economists Felix Shamkhalov, co-founder of the Institute for Security Problems of the CIS, which in 2010 passed to the younger daughter of Colonel-General FSB Anastasia Zadorina.

Shcherbakov was a co-owner of "BWA Bank", which lost its license in 2014. The investigation accused Shcherbakov and the top managers of the bank of withdrawing money abroad, believing that with their help from 2011 to 2014, about 10 billion rubles were transferred abroad through questionable schemes. Schemes were as follows, Kommersant reported: close to Shcherbakov and his partners, the companies purchased nickel powder and acrylic resin for Singapore in Goznak, but they were first supplied to the European Union countries, from where they were imported to Russia on a much higher price. Shcherbakov was unable to be detained.

 Safe mansion

In early December 2016, Deputy Secretary of the Security Council Rashid Nurgaliyev arrived in a small mansion on the capital's Prospect Mira. The purpose of the visit is to participate in a scientific and practical meeting on the occasion of the 25th anniversary of the creation of the CIS. The event was entrusted to the CIS IPB.

What is IBI CIS? The institute has three leaders and four employees. They prepare scientific reports and consultations "on a wide range of problems of ensuring the security of the CIS," the website of the institute says. Among the customers of scientific research are Vnukovo Airport, the Ministry of Foreign Affairs and the Security Council.

Safety. According to the Federal Antimonopoly Service, in 2013 the institute carried out research and development work for 4.5 million rubles, in 2014 - by 8.6 million rubles. In 2015, its revenues amounted to 9.5 million rubles, a loss of 252,000 rubles.

The main asset of the institute is its headquarters in the historic mansion built in 1901 at the Prospekt Mira. The Institute in 2006 received a mansion from the Moscow government in preferential rent until 2030. According to the Federal Antimonopoly Service, the rental rate is 1 rub. For 1 square. M per year, i.e. rent of a private residence in Moscow with an area of 878.7 sq. M. M can do in 878.7 rubles. in year. True, the capital benefits were granted under the previous owners of the CIS IPB. In 2006, the institute belonged to the Russian club of economists, under the control of former chairman of the Higher Attestation Commission of the Ministry of Education Felix Shamkhalov.

This was not Shamkhalov's only deal with the Shekina family. In 2007, Tikhomirov bought 41% from the Russian Economists Club in OOO Kosta, which became part of the huge hunting farm of the Shekin family in the Yaroslavl Region.

Hunting with state bankers

The "Costa" in the long lease of 8,400 hectares of hunting grounds, indicated on the website of the administration of the Yaroslavl region.

After 2011, the share of Tikhomirov in the "Coste" was transferred to Zadorina. And 25% of the company bought the company "Mouflon" of VTB President Andrei Kostin and his deputy Vasily Titov. Another 16% went to Olga Zaostrovtseva, the daughter of former deputy director of the Federal Security Service Yury Zaostrovtsev.

In the neighborhood with "Kosta", in the village of Los on the street. Hunter's, 9, is a huge experienced forest-hunting farm of the FSB of Russia (109,500 hectares in rent until 2061). It got to the structures of Tikhomirova and her partners. The transfer of state property took place in several stages. After corporatization in 2010, PJSC "Los" at the auction for 40 million rubles. Bought the "Royal Hunt" banker Peter Aven and the owner of NLMK Vladimir Lisin. In 2014, the businessmen sold the Taels farm, among which Aven was once the founder, but by the time of the deal he had sold a stake to partners Tikhomirova and VTB employee Sergey Yerin, who consolidated 47% of the company's shares. Zaostrovtseva received another 6%.

 From scouts to hoteliers

Another business partner Anastasia Zadorina, Maria Romanova - the wife of a former intelligence officer, former adviser to the director of the FSUE "Rostek" Alexander Romanov. Together with Zadorina, she in December 2015 acquired control over the company "Luxus", the Russian representative of the famous Ecuadorian importer of roses. In the middle of December Zadorina sold her stake in the company to partners. The Romanovs' spouses in the register of companies in Montenegro appear to be equal owners of DOO Romanoff, which owns the Azimut and Romanov hotels on the Adriatic coast. Earlier, the co-owner of the company was Nadezhda Khoreva, whom Kommersant calls the wife of former deputy head of the department for economic security of the Ministry of Internal Affairs Andrei Khorev. Several years ago both Romanov and Khorev became involved in criminal cases. Horeva was suspected of giving bribes, trafficking in weapons, but all criminal cases fell apart. Romanov was accused of organizing commercial bribery. According to the investigation, he and his accomplices collected from the importers additional payments "for accelerated clearance." The investigation also found that in 2009, the wives of Horev and Romanov purchased for Azimut Hotel Azimut and 6 plots of land in Montenegro for 6.5 million euros, wrote Kommersant. Sevsky District Court of Bryansk region in 2014 sentenced Romanov to five years in prison and a fine of 117 million rubles.

As a result, Zadorin and Tikhomirova's structure turned out to be the main co-owners of two recreation centers with hunting grounds of 117,900 hectares. And by the way, its own heliport "Los", owned by the FSB.

At the same time, Tikhomirova invested in pharmaceuticals. In 2010, together with Rotavchikov, they bought 20% of OOO NPK NanoSystem from the pharmaceutical holding Pharmex. Shortly before, 24% of the latter was bought by the daughter of the president of Transneft, Major-General FSB Nikolai Tokarev Maya Bolotov. The presentation of NanoSystems tells that its main goal is the development and commercialization of highly effective drugs for the treatment of cancer, tuberculosis and other socially significant diseases.

In 2013, NanoSystem became one of a dozen companies with which the Ministry of Industry and Trade entered into a contract for preclinical studies of water-compatible nanoscale forms of rifabutin under the federal target program "Development of the pharmaceutical and medical industry up to 2020". On research, "Nanosystem" received 31 million rubles.

But over time, "Nanosystem" passed the position. The company's revenue decreased from a maximum of 677 million rubles. In 2012 to 164 million rubles. In 2014. There is no later reporting to SPARC.

Sweet life

"Too steep for a city cafe," wrote in 2006, TimeOut magazine about a two-story restaurant Lubyansky, who worked at the FSB residence in Malaya Lubyanka, 7. The institution, decorated in black and ash tones, belonged to the company Quorum Invest , Close to the National Military Fund Zhuravlev - the same one from whom Tikhomirov bought the company "Ecoresource". In 2007, Tikhomirov acquired 60% of the "Quorum Invest", another 10% went to Smirnov.

A year later, when the lease of the building expired, Tikhomirov and his partners sold the Quorum Invest. In 2012 the company was bankrupt and liquidated.

But the Sheki without restaurants did not stay.

In 2013, the Dynamo Service of Yuliya Tikhomirova for 12 million rubles. Bought a restaurant Royal Bar on the Leningrad Highway, next to the opened in the same 2013, the Palace of Sports "Dynamo". Tikhomirova got a complex area of 8,000 square meters. M, which includes a restaurant, a summer veranda, a private beach with a swimming pool, a volleyball and children's playground, a marina and tents, she told the resource

Zadorina got her own restaurant. In 2015, she, together with a well-known lawyer and restaurateur Alexander Rappoport, opened the "first Latin American restaurant in Latin America" Latin Quarter. A year later, the partners corrected the concept of the establishment, remaking the restaurant into the Latinos seviceria. Rappoport declined to comment, re-addressing all questions Zadorina.
