Nephew director of the FSB went to landfill

For the right to manage the landfill "Yadrovo" Dmitry Bortnikov company will sue the authorities of the Moscow region.
The owner of 75% of Yadrovo LLC - the landfill operator near Volokolamsk near Moscow - became Vesna LLC. This was reported by representatives of Vesna and the former owner of this package - LLC Center for Garbage Processing Technologies (CIPT). The remaining 25% of the company is still in the Volokolamsk district.

The deal was non-monetary - the WTC for a stake in Yadrovo received 16% of Vesna. Vesna itself was registered only in February and is a resident of Skolkovo. At first, the company was 100% owned by Sergey Sukhanov. But now the main owner of Vesna is Dmitry Mikhailovich Bortnikov. According to the Unified State Register of Legal Entities, he owns 51% of the company. This is none other than the nephew of the FSB director Alexander Bortnikov, say a person close to the "Spring", a participant in government meetings and a former law enforcement official. According to the latter, Dmitry Bortnikov was doing business in St. Petersburg before his uncle was appointed director of the FSB in 2008. The request of Vedomosti to the FSB remained unanswered.

Dmitry Bortnikov also owns 15% each in the construction companies DSU-1 and DEP No. 17, follows from SPARK data. Both are involved in road repair and construction. Over the past three years, DSU-1 has concluded contracts for 18.4 billion rubles, and at DEP No. 17 - for 2.1 billion rubles. Bortnikov is a relative of the FSB director, but distant, said a participant in government meetings on transport.

The Yadrovo landfill was at the center of the scandal in 2018. Residents of the Volokolamsk district in February began to complain of an unpleasant smell from the dump. They held several rallies demanding to close the landfill. In the spring, the situation worsened due to the release of landfill gas, after which several dozen children were hospitalized. An analysis of the air carried out by activists on the eve of the mass poisoning showed an excess of maximum permissible concentrations of harmful substances by 87.5 times.

Substances typical of such emissions are hydrogen sulfide, ammonia, methane, methyl mercaptans, said the research director of the ANO "Equality", a former official of Rosprirodnadzor and a member of several inspection commissions "Yadrovo" Natalya Sokolova. The Moscow Region Office of the Investigative Committee (SK) reported that there was a gas release, but it did not cause any harm to human health.

The old part of the landfill with an area of ​​16.5 hectares was closed, but the “new” one continues to be used (11 hectares), receiving 60–80 cars with municipal waste per day.

The CMTC intends to divert gas from the landfill and burn it at power plants. To do this, the company entered into a partnership agreement with the Swedish Vireo Energy AB, the representative of the WTC reported. So far, a diversion system has been installed (on 5 hectares - a grid of 5000 wells) using Dutch Multriwell technology. During the year, more than 20 million cubic meters were burned. m of landfill gas.

"Spring" is the copyright holder of new technologies for the deep processing of waste, said its director general, Stanislav Maslenikov. The purpose of the transaction is to create an industrial installation at the Yadrovo training ground based on technologies owned by Vesna. The center will continue to deal with the degassing of the landfill. In fact, a consortium will be created, which will include Vesna, TsMPT, as well as a subsidiary of the Swedish Vireo Energy - Chistaya Energiya LLC, which owns a plant for generating electricity from landfill gas, the representative of TsMPT comments.

The new investor is not embarrassed that Yadrovo may lose business. Last week, the Volokolamsk city court arrested the land and property "Yadrovo" at the request of the UK. SK estimated the damage from the storage of hazardous waste in violation of the rules that led to environmental pollution at 2.5 million rubles. The court also decided to transfer the landfill into operation for use by the State Institution “Moscow Regional Specialized Emergency Recovery Service”.

Checks were conducted at the training ground and violations were repeatedly recorded, said a representative of the Ministry of Housing and Public Utilities of the Moscow Region. More than a year after the mass demonstrations of people, the landfill owners did not approve the project for the reconstruction and restoration of the landfill. Any issues related to disruption of the operation of the landfill may affect the work of the regional operator, so the transfer of the facility to operation of the State Regional Institution “Moscow Regional Specialized Emergency Recovery Service” is absolutely justified, he concludes.

Yadrovo has already appealed and expects to win a lawsuit, Maslenikov counters.

It is strange that such a toxic asset in every sense changes its owner, said Oleg Mitvol, co-owner of one of the largest landfills for hazardous waste and former deputy head of Rosprirodnadzor.

The landfill operator makes money on waste disposal and on the sale of sorted recyclables. The CPMT reported that waste annually amounted to 420,000 tons. The burial rate from July 1 was almost tripled from 612.76 rubles. up to 1775.62 rubles. per 1 ton (excluding VAT). In 2018, Yadrovo’s revenue amounted to 370 million rubles, and net profit - 94 million rubles. If the tariffs do not change, in 2020 the operator’s revenue may increase to 745 million rubles.

With the competent construction of the management company’s work on the reception of waste for disposal, timely sprinkling with sufficient amount of ignition soil and offensive emissions at Yadrovo, they can be stopped, Sokolova is optimistic. And it does not depend on what kind of legal entity will manage this process - private, municipal or state.
