The heads of state companies and state corporations are free to fly on anything they want, the state does not limit them in this area, says Ilya Shumanov, deputy director general of Transparency International. For officials in the Russian legislation there are restrictions on the purchase of expensive cars and luxury goods, but there are no helicopters and business jets in this system. "Therefore, there are no restrictions on the purchase and use of expensive aircraft by officials, and they are using this legal hole," says Shumanov.
