Stroytransgaz will build a port in Gelendzhik without a tender

The company was identified as the only contractor for state contracts for construction.
Construction of the coastal and maritime infrastructure in the port of Gelendzhik will be performed by Stroytransgaz JSC (part of Volga Group Gennady Timchenko). The company was determined by the sole executor on the relevant government purchases in 2018-2019. The decree was signed on August 18 by Prime Minister Dmitry Medvedev.

The price of the project is not disclosed. "The project provides for a complex development: apartments, a hotel complex, an aqua-thermal complex with year-round indoor and outdoor swimming pools with sea water, a marina and a sea passenger port," Vasily Shvets, the deputy governor of the Krasnodar Territory, quoted the May 19, TASS news agency. The amount of necessary investment was then estimated at up to 12.5 billion rubles, the agency reported. The website of the Federal Agency for Maritime and River Transport (Rosmorrechflot) said that 5 billion rubles. the project will be allocated from the budget, up to 4.4 billion rubles. will constitute private investment. In the tender documentation for the design of the complex indicated that the maximum estimated cost of construction is 5 billion rubles. in 2012 prices, follows from the materials of the public procurement portal. At the same time, the government says that the state contract of Stroytransgaz and Rosmorrechflot allows for a review of the terms, amount and cost of work within the budgetary financing.

The project implies that a cargo port with berths, a passenger station, covered and open warehouses and a separate parking for yachts (up to 200 seats) will be built in Gelendzhik. The throughput capacity of the cargo port is up to 800 000 tons per year, the passenger terminal - up to 19 600 people. In addition, it is assumed that the new port will be of interest to tourists: the project includes the construction of hotels, restaurants and sports and entertainment complexes, said Rosmorrechflot. "By law, berths and hydraulic structures can not belong to anyone other than the state, and must be financed from the budget. The rest of the infrastructure can be built by the investor, "explains Alexey Bezborodov, general director of the Infranews research agency.

What is Stroytransgaz?

Stroytransgaz is one of the largest construction contractors, in 2017 the company received state contracts for the amount of 21.4 billion rubles. Another company of Timchenko, Stroytransneftegaz (31.5% owned by the Volga Group) is one of Gazprom's largest contractors (the cost of contracts in 2016 is 238.6 billion rubles, in 2017 - 44.1 billion rubles rub.).

Since 2013, 44 tenders for design and survey work have been organized. Their total cost is about 250 million rubles. The most expensive contract - for the design of the complex - worth 130 million rubles. received in 2013 "Lenmorniiproekt" from St. Petersburg. At the end of 2017, FSUE Rosmorport (subordinated to Rosmorrechflot) reported that the design of the coastal and maritime infrastructure in the Gelendzhik port was completed. In May, the Krai administration signed an agreement with LLC Sea Port Gelendzhik (owned by TRK Invest, Double-ESP Capital Venture and CJSC Gelendzhik Sea Port) on the construction of a coastal infrastructure. Contracts for its construction will most likely get to the same Stroytransgaz, Bezborodov expects. "The involvement of one construction company in government contracts was probably a joint decision of the investor and Rosmorrechflot," the expert said.

In Stroytransgaz, Sea Port Gelendzhik, Lenmorniiproject, Rosmorrechflote and the Gelendzhik Administration did not respond to Vedomosti's request. The Ministry of Transport refused to give detailed comments.
