Loud corruption scandal erupted in the Railways structures. On suspicion of involvement in the theft of the budget of 122 million rubles, with the support of the Ministry of Interior operatives Railways Security Service detained the Chief Investment Officer of Moscow Railways (MOR) Andrey Soldatenko, one of his subordinates, as well as six middlemen and businessmen. According to investigators, representatives of MZ helped him close to the company win several public contracts within the framework of large-scale reconstruction of the Small Ring of Moscow Railways (MKMZHD), and when the company received the money from the budget of the Russian Railways, they kidnapped and transferred them abroad.

Investigators believe that during the preparation of one of the contracts under the program of reconstruction and MKMZHD Soldatenko Marchuk made in a special contest "bookmarks", which allowed to win the tender only one close to him the company. Agapeev Romanenkov and put up for competition the company «Stroyengineering", which was signed six contracts for engineering, land surveying, field and other studies with drawing appropriate conclusions and other materials in the amount of 154.2 million rubles. From February to April 2013ode Railways under these contracts transferred Ltd. "Stroyengineering" through one of the offices of the bank "Pur-Pe" 154.2 million rubles. As it turned out, Romanenko and Agapeev rent an office in the premises of the capital of the company "Energoinfotrans" investigators conducted searches there.
