The Internal Affairs Directorate of Tolyatti again found itself in the center of a loud corruption scandal. First, two former police officers of the Center for Combating Extremism, Alexander Pertsev and Artem Illarionov, suspected of complicity in the group of ex-guard Boris Berezovsky, Sergei Sokolov, received an order to discredit ToAZ, came into the field of view of the FSB. Now the special service was interested in the head of the police station No. 24 of the Ministry of Internal Affairs of Russia for the city of Tolyatti, Colonel Vladimir Myasnikov, and the head of the department for disclosing property crimes of the criminal investigation department of the police station No. 22 of the Ministry of Internal Affairs of Russia for the city of Tolyatti, senior lieutenant Artem Kasyanovsky. The latter already appeared in the case of cocaine throwing to the financial director of the chemical enterprise Nikolay Neplyuev and was detained by officers of the Federal Security Service red-handed while receiving a bribe to protect the activities of sex salons.
FSB officers stopped the activity of a criminal group in Tolyatti, which consisted of active police officers. According to information available to Kommersant, the head of OP No. 24 of the Ministry of Internal Affairs of Russia for Tolyatti Colonel Vladimir Myasnikov and the head of the department for the disclosure of property crimes of the Department of Criminal Investigation of OP No. 22 of the Ministry of Internal Affairs of Russia for Tolyatti senior lieutenant Artem Kasyanovsky are suspected of involvement in organized crime groups. The latter was detained red-handed while receiving a regular amount of a bribe in the Tolyatti cafe "Arzu". The UFSB suspect that the officers, using their powers, controlled the activities of intimate salons in the city.
Earlier, both policemen appeared in the materials of an inspection of the activities of the Ministry of Internal Affairs of Russia in Tolyatti as part of the investigation of a criminal case on the discovery in December 2016 at the office of the commercial firm MSA Stroy, which rented the premises in the territory of the TogliattiAzot enterprise (TOAZ) of the arsenal of weapons and literature extremist. In addition, Artyom Kasyanovskiy was suspected that Nikolai Neplyuev, financial director of Togliattiazot, had been throwing two bags of cocaine in January 2017. What can not be said about the two employees of the center for combating extremism, Major Alexander Pertseve and Captain Artyom Illarionov, who, according to the UFSB, could also belong to the group of former security guard Boris Berezovsky Sergey Sokolov. The latter was detained in January last year. Together with him, the FSB officers detained the head of the Analytics and Business information center Ruslan Milchenko, as well as the ex-heads of security of Togliattiazot OJSC Oleg Antoshin and Alexei Alekseev. According to the investigation, one of the goals pursued by Sergei Sokolov and his associates was to discredit the current leadership of TOAZ. A certain financial and industrial group, according to the materials of the investigation, which had views on the company, allocated $ 1 million for “black PR.” The criminal group was able to reach the trail of the criminal case about the discovery of the arsenal and extremist literature in the office of the MSA-Stroy company content in December 2016. As established by the FSB, the depot was organized by the Sokolov group with the help of the ToAZ security officers and law enforcement officers. According to the FSB, Colonel Mayasnikov, and Senior Lieutenant Kasyanovsky, and Major Alexander Pertsev, and Captain Artem Illarionov could be among the officers of the Togliatti police who assisted Sergei Sokolov's group. In particular, Sergey Sokolov himself, as well as Ruslan Milchenko and Alexey Alekseev, confessed to the latter about their participation in the gang. Now members of the Sokolov group are in Lefortovo remand prison awaiting trial. Alexander Pertsev and Artem Illarionov avoided criminal prosecution - the management of the Internal Affairs Directorate in the Samara Region limited themselves to their dismissal “in connection with an offense that tarnishes the honor of a police officer”. However, as told in the UFSB, the check against former and current police officers on involvement in the “Sokolov group” continues. In the field of view of this test are senior lieutenant Artem Kasyanovsky, and Colonel Vladimir Myasnikov.
Artyom Kasyanovsky is currently in the Samara SIZO, but in another case. The officer was detained red-handed while receiving a bribe in the amount of 150 thousand rubles from the organizer of the sex shop network on the territory of Tolyatti for the "protection" of his business. Vladimir Myasnikov carried out searches at home and in the workplace, but he has not yet been dismissed from his post. It is known that, in addition to the FSB, a high-ranking officer also inspects the management of his own security of the Central Internal Affairs Directorate in the Samara Region. In particular, the officer was required to undergo a lie detector test. They refused to tell about its results in the regional department of internal affairs and did not respond to the request of “Kommersant”.
