JSC "Russian chrome 1915" attracts budget financing for the maintenance of dumps, where about 7 million tons of waste are stored. The start of the negotiation process was the signing of an agreement on cooperation between the Ministry of Ecology and Natural Resources of the Sverdlovsk region, the administration of Pervouralsk and the enterprise. MidUral Group plant Sergei Gilvarga, periodically receiving fines from Rosprirodnadzor, expects to compensate for part of its own costs for maintaining the slurry storage facility at the expense of the 2019 budget and hopes for the support of municipal authorities in lobbying this issue. However, the deputies of the regional Legislative Assembly are categorically against the idea, pointing out that in case of agreement the example of the Pervouralsk plant can be followed by a number of profitable companies that have accumulated tens of millions of tons of waste.
The agreement between the Ministry of Natural Resources and Ecology, the Russian Chrom 1915 JSC and the administration of Pervouralsk, recently signed, according to the head of the MidUral Group Sergei Gilvarg, regulates the main issues related to the "maintenance of the previously accumulated waste of the" Khrompik "software in the sludge collector No. 4." The enterprise continues to develop technology for their processing. As the deputy of the Pervouralsk city duma Yuri Zhiltsov told Pravda Urfo, a working group is being created to jointly solve the problems of liquidating the accumulated damage, and the body will be able to start working in the coming weeks.
"Now the enterprise operates about 7 million tons of waste accumulated mainly during the Soviet period. The content of the sludge accumulator - pumping water and other measures - requires about 60 million rubles annually. We understand that solving the problems of liquidating accumulated damage is a long-term issue. We hope to work out a joint decision together with the ministry. Perhaps in the future there will be a technology for processing waste. As part of the agreement, the parties also plan to begin discussion of the issue of attracting budget funds for the maintenance of the dumps of the Russian Chromium. As an example, representatives of the company lead the city of Berezovsky, to pump out mine water in which from the budget this year allocated 100 million rubles. Another 200 million rubles for these purposes is provided by Berezovsky mine. At the Pervouralsk plant, they are counting on the opportunity to follow the same path, but the probable amounts of budget co-financing are not yet specified.
As noted in the "Russian Chrome", since 2000 the company invested in environmental projects in Pervouralsk, including the modernization of its own production, more than 2.5 billion rubles, of which more than 800 million was spent on the maintenance of accumulated waste. It should be noted that environmentalists previously raised the issue of the danger of getting the waste products of the enterprise, which contained hexavalent chromium, into water bodies. Rosprirodnadzor bodies regularly recover funds from the enterprise for negative impact on the environment, while in the courts of the company it is possible to reduce the volume of claims by means of references to costs incurred in the framework of the environmental program and modernization of production.
"The level of environmental risks from the Russian chrome is gradually decreasing. However, reduction of emissions, discharges to water and waste generation of the enterprise is not so indicative, because the volumes of its production fall. In general, from the 1990s to 2017, the content of hexavalent chromium (carcinogen of hazard class I - Editorial Note) in water samples decreased by 5-10 times, which is connected, among other things, with the environmental activity of the enterprise. We hope that the plant will take part in the selection of soil samples, which we will conduct tomorrow in Pervouralsk and Revda in order to determine the content of heavy metals in them. The very signing of the cooperation agreement with the representatives of the regional authorities I welcome, since the regional authorities do not have a legal basis that would allow the entity to control the industrial enterprise subject to federal supervision.
