Arkady Rotenberg's younger brother Boris is a co-owner of SMP Bank. Gennady Timchenko, the owner of the investment company Volga Grour, has also been under US sanctions since 2014.

The Donetsk and Lugansk republics declared their independence in the spring of 2014 against the backdrop of an armed conflict in their territories after a coup d'état in Kiev.
